Fantastic scene. Great atmosphere.

No legs today, my legs have gone away
The shoes, they stand forlorn, a symbol of the dawn
No legs today, it seems a common sight
But people passing by, don′t know the reason why

I thought the same - no legs - but I think the explanation is that he actually doesn't have any legs - he just sits there hour after hour - drinks a cup of coffee, reads a book, watches people - enjoys life. Maybe he was in a war?
