I agree with Neira-Dan, the top of the building is rather strange !!!!!!

I am planning to take a shot some evening or night, to show how the building is lit in the dark. That may explain the "cut corners". Anyway, there are also open fire-escape stairs on that corner of the building.

Then on top there is open terrace area for the public to view over the city.
