I first tested PicsPlay Pro app for Android, but the picture quality got much worse, and all the EXIF got cleared. So, once again post processing on GIMP turned out as the best solution.

it is web-based and I found it very useful: This ha been taken with my phone and then processed in pixlr to blur the background.

Oops! Only now realized you said "web-based" Pixlr! That sounds worth to test as well, but what I'm looking for (every now and then) is new Android applications to do the editing "off-line" on the phone.

Reasons and requirements:

1) Off-line to avoid possible problems of loosing the connections while editing, or connection is slow.

2) Should keep the EXIF, and not clear it.

3) Should keep the quality rather good.

Few years ago I bought PicSay Pro and Vignette (pro) for my Android phone, and looks like those two are still the best.
