This is Nuffield College in Oxford.
The College was founded by Lord Nuffield (born William Richard Morris in 1877). He was a British motor manufacturer, the founder of Morris Motors Limited, who has been described as one of Britain's greatest philanthropists. He took his title, Lord Nuffield, from the village of Nuffield, Oxfordshire where he lived.
Apparently, the tower was originally planned to be ornamental but was then redesigned to hold the college's library. It was the first tower built in Oxford for 200 years and is about 150 feet (46 m) tall, including the flèche on top.
