From 1993 to 1999, after my retirement from the Portuguese Army, I was assigned senior adviser into the Portuguese Ministry of Interior, as Director of Department for Education and Training, National Service for Civil Protection and, under nomination by the minister, as National Correspondent for Civil Protection in the European Commission, and the Open Partial Agreement (OPA), Major Natural Disasters, of the Council of Europe.
