Neat! Definitely series lighting - looks like 4 loops meet at that pole. The distribution system is also 4800V.
I think James Hackett had said the Detroit Lighting Commission has been steadily taking down their series lighting loops and installing new LED lights in their place - likely the 6.6A regulators are past the end of their useful life and I doubt any transformer makers still offer them as a regular product.
