Just a complicated wooden substation, part of which serves to loop the 41.6kV transmission circuit through to the next portion of the transmission system. Given they recently cleared the shop to the left, I would not be surprised at all if the company eventually replaces it with a modern steel structure on that empty lot, as they are now in an upgrade cycle.
