Looks like a re-pole job from the '80s with freshly fitted polymer yuks.

They probably had an insulator failure and decided to just replace them all.

Seems more surface area is needed with polymer for insulation than a time-tested material like porcelain to insulate at the same level.

That's what I'm thinking too. I heard polymer insulators age with time. I've collected a few earlier generation 15kv polymer deadends that were probably up in the mid 90s, and they had cracks all over the polymer material.
