Euphorbia lathris (Caper Spurge)
Also known as Paper Spurge and occasionally gopher spurge, gopher plant or mole plant. Handling this herbaceous plant may cause skin irritation as the plant produces milky latex. It was used in folk medicine as a remedy for cancer, corns, and warts.
It's not clear as to whether this is a cultivated plant or a wild plant (weed), but it is possible to buy the plants and seeds. I found this one growing in a gap between the pavement and the wall of a local church, and took a piece home to photograph.
