As I say, he was only at risk because he wasn't suitably dressed or equipped for falling in the river. With a wet suit (to prevent hypothermia), a life jacket (to prevent drowning, even in the Thames' most treacherous whirlpools), yachting shoes, and protective headgear, he wouldn't have been at risk. It could, in fact, have been great fun.
