Looks like some kind of kitchen work-top gadget: a food blender perhaps. You could lift that plastic lid off, shove your veggies inside, and then press the button and it will all spin round.

I wouldn't have minded if they'd built it in brick, but glass just looks so tacky, and quite out of place with the surroundings. And it doesn't weather nicely either. Please plant some trees.
