I'm not sure why but many utilities often have their few poles with the two phases on the top with the one on the bottom deal. This is CE trademark spec on that. Notice the snapped wood braces probably from ice. Good thing its energized. Notice how the phases keep the crossarm stable from the other poles. Im sure it wont be long before it will tilting to one side though.
