The Salvation Army Territorial Headquarters for Canada and Bermuda, Toronto.

I have been unable to find out why Canada and Bermuda are a single territory, but they seem to have been since 1896.

I have also been unable to confirm who the architects were. I thought they were WZMH Architects but this building is not listed on their site. The building is also not listed in the Architectural Conservancy of Ontario's TObuilt database.
