The head gear and the overcoat look vaguely like the 1940's style Royal Air Force war service dress, but that's just a guess.

You reminded me that I hadn't checked out the RCAF, Keith. The version, I found was pretty much identical with this, which would fit with the snow. Still a guess, though. Hold on -- I have photos of my father in uniform in WWII, although I don't think I have any of him in an overcoat. But I'll check.
