Reminds me of a pair of poles on the NSP 4160V system here in town, but it was the other way around. The branch used to cross an alley, then the next pole west had a couple pairs of arms to effect a vertical change from below the lower arm on the alley line to clear the muni circuit. In recent years, the muni abandoned that leg of the system, clearing NSP / Xcel to raise the corner arm sufficiently to eliminate the vertical rise pole. goo.gl/maps/W732kKR5xcSSVceLA
