as for NEET youth [not in education, employment or training] gawd help us - most of the recent ones I've had into the workshop have run miles when actually expected to do actual, real physical work - not everything needs a smart phone !

Oh, and fraud is a tiny problem. Far more goes in unclaimed benefits or in tax avoided/evaded.
