Nasty stuff, is what it's towing! The wagons are what is designated FNA - Flask Nuclear Air braked. The containers carry nuclear fuel to and from the British Nuclear Fuels reprocessing plant at Sellafield - whose tower can be seen in the background - and the various nuclear power stations in the UK. It's a legal requirement that these trains have two locos providing the motive power, in case of failure of one engine; Nobody wants a failed train of radioactive gunk sat near their doorstep!
