Inner Harbour, Fremantle. The lights are where the wharfies are working throughout the night off-loading cargo vessels. The people are, of course, not wharfies but tourists. Folks come to watch the big vessels and cruise ships manoeuvre in the harbour and be pushed around by the tugs.
