Thanks! It's artificial--they just built this wall by stacking sandbags filled with wet concrete, and the cloth bag has long since rotted away. It's quick but not much improvement over just piling up rocks!

Not quite sure what the point of it is. Doesn't seen to have anything to do with preventing erosion. Perhaps protecting something I don't see?

I think it's surrounding a culvert.
