It's certainly possible. I think it more likely, tho, we're going to see more extreme variability--droughts followed by floods. In 1860 the newly elected governor of California was rowed(!) to his inauguration--the central valley had turned into a lake because the Pineapple Express got fixed in position for most of the season. It will be a real mess if something like that follows a series of droughts!
