On March 18, 2015 there were elections for the provincial councils (who also elect the First Chamber of the national parliament) and the water boards. The government didn't have a majority in the First Chamber, but managed to get support of some opposition parties. It is very likely that after the elections even with the support of those opposition parties there is no majority for the government in the First Chamber.
