If you don't use a railway, it deteriorates quickly, it will require rebuilding if you want to use it again, even if the tracks are still there. As long as the railway bed isn't built upon if the need arrises, but I don't think congested roads are a problem in this area of France.

These rural lines are difficult though, not enough passengers or freight to make them work. It did work in the olden days, because either there was no alternative or the alternatives were slow.

Some of the rural and smaller lines in the Netherlands have been converted into light rail or metro lines, so it is cheaper to run them.
