Depends a bit on where you are. The malls have a "appropiate dress" policy, but it is not strictly enforced, only if somebody complains. I've seen lots of women in the malls dressed in a similar fashion without problems. Dubai is not like Saudi Arabia, where there is strict enforcement of islamic rules.
