Yes, unusually, the windows on the floor from which this was taken aren't glazed or barred and it's possible to stick a camera out of them and angle it where wanted.
I wouldn't have risked holding it out of a window for fear of dropping it, but I have a strong camera wrist strap which I always use and which would have saved it.
