Yes, it's certainly unusual for something to become more picturesque over time, and for a drab pub sign to be replaced by a traditional, colourful one. Between 2012, when yours was taken, and when the Instant Streetview one was, the creeper had grown over the entire wall and the sign as well.

Looks like as though they scoured the local art class for someone to do it on the cheap.
No pleasing some people. The new sign has little artistic merit and the animal looks more as though like an auroch on steroids than a bull, but it's coloured and not the trendy ubiquitous grey which you don't like.

The old one has subtle colours with nice lettering.
