Yes. But although I myself am not completely sold on it, and had rejected it, in B&W with the colour splash 'on a third', it's reasonable.

Except that the colour splash is not at the place where the eye is drawn, which would be towards the bridge and the house across the road.

This is not a great picture, as I've been the first to admit. But paying less attention to where the (your) eye is drawn and more to overall balance and arrangement (this I think is the pivotal point of where our opinions about composition differ) it is, as I say, a reasonable one with some artistic merit.

There may be islets of artistic merit, but they don't hold together.
