I think it was built as flats at the same time as the Liberal club opposite, c.1890, and is a massive block extending up to Whitehall Place. It's mostly offices and clubs now; this bit is used by the Farmers' Club and tractors carry loads of hay from here to their harvest festival in St. Martin in the Fields every year. I don't recognise the two different coats of arms carved by the entrance, and the lyre is an odd touch too.
