'This godless institution' is the University College London, isn't it? So I shall attempt Gower Street... I am sure you'd want more precise location, so from SW it looks like the Chadwick Building has these railings.

Spot on, benastrada! Gower Street would have been enough but it is indeed the Chadwick Building! (I work on the principle that I might hold out for a more exact guess if the photo is guessed very quickly but close enough is ok when it's been in a while...) A well-deserved point, in any case. Glad someone's following the clues!
