It does the job, but I wonder what is normally meant to be there?

Normally, or rather in the past, I think it was a shop window with merchandise (I have no idea what they sold) on display. Now this shop is closed (or has been for a while) and they're either doing secret renovations behind the curtains or it looks like a mess in that shop, so they don't want passers-by to see it and complain about it ;-))
