From my very first visit in 2005, I've found Neustadt, or the "New City" in Dresden to be an interesting place to explore. There are a number of artists who live there, and some of them have painted up the buildings, not always in the form of graffiti. I don't know if this building is currently inhabited, but it appears they've made an attempt at some surrealistic painting on it. I've called it the "Arty Building" for lack of a better name. The fact is, I have no idea if it actually has a name.
