The nameplate just above the headlight says "Midpoint", which is also the name of the restaurant outside which it resides (if you look on the map)

As I said to Nick, it is an 'ornament' in the restaurant garden. Why it is pink I have no idea. I'm guessing to catch the eye..

I am not an expert on such matters, but I believe this is a variety of Tuk-tuk, essentially a powered rickshaw. Probably Ok in India, but anywhere else just for fun!
