These hunt early or late in the day and do not like the hottest hours, but are often out.

Interesting. Sometimes here in the city I see hawks. They go after pigeons. But I've never seen any owls here.

What you are seeing are probably Peregrine Falcons. I've not heard of owls living in the city, though they do often in habit barns and such structures.
