Hi Janet, cars are just possible during a few hours from monday to friday cause they are lifted down to this level by big elevators which need some helping hands from others:
The Old Elbetunnel was open 24h a day for pedestrants and bicicles, but not for cars, bikes or other vehicles driven by gas- they are only allowed from monday through friday during daytime.
So it´s easy to take a photo without cars - and if it´s not during the daytime there aren´t many pedestrants or bicicles around so it looks this empty. During day, exp. from monday to friday, there´s a - well, not all the time - but serious traffic inside. At least by many tourists, but it´s a nice way over (or - well - under) the river Elbe to the locations of Hamburg located south from me. :-)
