Yes, the county is, but the tribe overlaps quite a ways on both sides of the border. Thus, the use of the name on both sides. They are considered 1/3 of the "Klamath Tribes," for administrative purposes, the Klamath, Modoc and Yahooskin. All three are (or were) found in both OR and CA.
