You mean the wrapper? They signify sanitation, very old-school. Plastic wrappers have been used for a long time to replace these cute paper bags. Plastic cups have replaced glass except in the priciest hotels.

I have the excuse of tiredness late at night but, really!
I hope no-one who uses the glasses in hotel rooms is under the allusion that they get taken away and thoroughly cleaned after each guest has left. Surely they are just quickly rinsed out and ready for the next occupant! I would never use them!

I have no idea how they're cleaned, but I used them. I probably wouldn't use them in Senegal. :-o I learned a hard lesson there.
