Does not work in top body of article. The editor "adjusts" it, will not do what you want.
Using "Media insert" as a thumbnail appear to give a short thin line - but once it is saved.
Perhaps it worked with a 75px high original, with white space above and below, but that did not give the desired appearance.
What is allowed in main body (but not comments) is the hr tag (Horizontal Rule),
hr style="height:4px;color:#369;background-color:#369;"
and height and colors are kept, but the affect is only seen in edit mode, not when published, showing a grey hairline.
Thus we have to make do with a line of bold underlines.
