➽ Das Denkmal zeigt Großherzog Carl (Karl) Friedrich (1728-1811), er ermöglichte die ersten Schritte in Richtung Unabhängigkeit der Justiz, sowie die Abschaffung der Folter und der Leibeigenschaft. Die Urkunde zur Aufhebung der Leibeigenschaft in Baden hält er in seiner rechten Hand.
Das Denkmal wurde 1844 von Bildhauer Ludwig Schwanthaler geschaffen. Quelle

➽ The monument depicts Grand Duke Carl (Karl) Friedrich (1728-1811), who paved the way for the first steps toward judicial independence, as well as the abolition of torture and serfdom. Karl Friedrich holds the charter abolishing serfdom in Baden in his right hand.
The monument was created in 1844 by sculptor Ludwig Schwanthaler Source

Yes, he was. Today, Karlsruhe is also home to the Federal Court of Justice and the Federal Constitutional Court.
