I think it could be signs to mark where a gas or water pipe enters a house.

The 'H' stands for hydrant, so that indicates there is a convenient water point here, that could be used for fire engines for example; but I'm not sure what the 'V' is for. Gudrun also suggested that there is a water pipe for a house.
