As for the notice, well the same level as writing on a packet of peanuts "Warning may contain nuts", or a piece of fish "Warning - may contain bones"!
My house, and everybody else's are all 'Unreinforced masonry buildings"

You are quite right about the sign, except ... we do get earthquakes here in California a lot more frequently than where you are.
