My first thought was that is daisy grubby for removing stubborn weeds, but looking at an old one I have the fork is the wrong shape and to sturdy also there isn't a fulcrum on the back. I think you are correct the modern version would be a Wrecking Bar, with the steel bands around it was obviously designed for some heavy work

Ich kenne alte Leiterwagen. Die haben eine Deichsel in ähnlichem Format. Deshalb die Vermutung.

I'm guessing that it is part of a vintage horse harness for pulling a wagon or carriage.
