Das ist - soweit ich weiß - eine Einrichtung der Telekom, also früher Bundespost. Die Abhörstationen im kalten Krieg waren ja eher auf den Bergen zu finden - in dieser Gegend waren das Torfhaus im Westen und Brocken im Osten.
