I've seen this picture in the paper. It was about special vehicles.
you have to imagine climbing into the basket at a height of 90 meters...
Chemical companies often have vehicles like this... no ladder,
but because of the large range these lifting platforms can bring water to high heights.

In the streets of the cities such a vehicle would be however completely
unsuitable and only an additional measure and no vehicle for a fast assistance.
