Now this is different...seeing a single-phase double circuit line like this. WIth all these risers connected to the 19.9 kV, I wonder if it is slated for an upgrade at some point?

This line was actually 'upgraded' to this configuration about 14 years ago to run the 19.9kV circuit above the existing 7.9. Seems like the load is split between the two different circuits on this line. I think one of the reasons the 7.9kV remains is because it serves a number of taps in wooded areas, far too cramped for 19.9. At the end of this line, both circuits split up and the 19.9 continues to run on poles (which were obviously 7.9kV) that are not heavily surrounded by woods.
