The extraction rights for the quarry already exist but at the moment they can make more money quarrying elsewhere but that will change at some point in time. The developers haven't put in a planning application and don't own the land yet but have spent a lot of money trying to sell the idea they are not going to give up, Groby is basically a very large traffic island A50, A46, and the M1 the M69 is about 3 miles away and about 15 miles away is EMA which operates 24/7 only Heathrow handles more freight . But if the money grabbing farmers were not so keen to sell life would be a lot more difficult for developers
