The statue is on the site of an early coal mine around 1500 called a Gin Pit the horse would have walk in a circle hauling the coal up the pit shaft, previously it would have been man power from a Bell Pit, the Gin Pit allowing for much greater depths to be dug. I hope you are not expected to go round in circles !!! I would think it's some type of steel it's been welded together, I was going to post a shot of the complete thing but I liked the look on the horse's face
