Agreed with Amelia. I know that one does not argue about "things of the heart," but this nasty habit is just awful... There is a bridge in Paris that became overloaded with these locks. The City finally decided to replace the railing with plexiglass panels, or something like that.

Amazing. Does it still go on? Here (in Perú) it hasn´t caught on, maybe because locks are not cheap, in fact rather expensive for other uses than they are meant for.
