I have taken a walk through here as a short cut between classes from time to time over the years and it is always the same.
I think that the majority of Spaniards probably think that these places are out of bounds as they are the lands of Ministry buildings and, at one time, all these places would certainly have been strictly off-limits. In other words, a legacy of the Franco era. But I could be wrong!
